The fee just to the Civil Registry (JCE) alone is RD$5,000 for marrying at the Civil Registry Office (more if you marry outside the office), that not including the extras to then get the certification, translation, etc. Figure about RD$10,000, so about US$300, and that without a lawyer involved. Compare that to marrying in NY, which I believe is around US$60.
