I just wonder whom they they want to fool with all these pantomimes.
Even kids ages 7 and up will tell you the logical thing:
Police, Army and tigueres work hand in hand in all the local drug distribution. Small time tigueres pay around 25'000 Pesos a week in franchising fees... the big imports and wholesale are handled by Colonels and Captains on down.
How would it not be so? Kids, foreigners, and even newly arrived tourists know WHERE to buy drugs on the streets... wouldn't then the police know and if they weren't in on the action shut these outlets down... in a country where position, use and even worse commerce with drugs as light as weed are forbidden by law?
I often wonder if even the president of this country is in too weak a position in order the obvious thing (?). Maybe he just lacks a powerful enough background... I don't know.
