This will be very difficult to do without "knowing" someone within the government that is able to do this. You are taking a large risk, especially with the pistol , that it is not used in a crime and traced back to you.

As a permanent resident, you may purchase and license to own and carry a pistol no larger than 9 MM. Larger caliber guns are only used by the military.

2. What are the laws regarding importation of ammunition for personal use?

It is not legal for you to import your own ammunition. The price of ammunition is very high because the current left leaning government has restricted the importation of ammunition, forcing the price way up.

3. Where are the ranges in Santo Domingo, and what are the costs for weekly practice (100rds/.45, 25rds/12 gauge)?
I have no idea about Santiago. The .45 will not be legal for you to use and as said above getting the license for an undocumented 12 gauge very difficult to do. Others can respond on the current prices of 9MM and 12 gauge shotgun ammo.

4. What are the general laws/rules for using deadly force, at home and in public?
Generally speaking, I have been told that an intruder must be in your home and coming at you to use deadly force for self protection. You cannot, for example, fire at someone running away even if they have your stuff. It would be better to have a lawyer explain in more detail, because I have seen so many conflicting answers on this.

5. Why are most gun threads locked????????????????
Hmmm
