It is "safe" if you will follow suggestions posted in this thread - nothing is guaranteed of course; I walk a lot here in the capital but again, use common sense and follow the suggestions posted in this thread, always dress down and be alert, especially to passing motos. If you need to make a call put your back against a building and keep a roving eye on those around you so no one can sneak up on you. Everything else has already been said here. It may sound overwhelming but have a goal when you venture out, know how to get there, have your money (CHANGE) ready and available if you'll need it and don't be too friendly. Read the post about stupid silly Bert and Ernie smiles - it's funny but true - avoid that look and enjoy walking. Look down occasionally to avoid falling into open sewers (that's supposed to make you laugh).
