it is the same article with very minor modifications. I have photos of Boca Chica(I was physically present) from early 1960's, 1996 and 2006. While I cannot vouch for the quality of the water at the microscopic level at other times, it was pretty clear when I was there. Writing about Boca Chica is a lot safer than writing about corruption, drugs(and the military) and the countless appointees(sin portafolio)in Dominican government. Does anyone really expect Boca Chica to be any different? Where are all the opportunities for education and meaningful employment for all the streetwalkers, hustlers, sankies and vendors? No need to reply, it's a rhetorical question. You who live there day-to-day know the answers already.
