They do count Dominicans. Cubans still number three in the U.S. because they don't have the movility that Dominicans have, hundreds of thousands of Dominicans who are entitle to live in the U.S. legally preferred to live in the DR and just go to visit as tourist, Cuban can't do that, they have to stay in the U.S. Cuba is off limit for them.
