Default K3 Visa Petition-Affadavit of Support

I am an American Citizen who successfully completed my Peace Corps service in the DR. I married my Dominican husband in January 09. He has been denied a visa because my salary last year reflected a Peace Corps salary and put me below poverty. I am now working for the U.S. goverment at Veterans Affairs earning above poverty.

Are there any options for us to have this special circumstance of why my salary dipped last year considered?
In other words, can my salary be judged on the fact that I was living above poverty for the country where I served?

I have also continue my service to my country by using my speciality to rehabilitate veterans and active duty who have experienced a life-threatening trauma. I am one of 4 in my position in the country that is providing this service. Can I get an advocate to show I need to be retained in the U.S. and having my husband with me would be an important aspect in that ability?
