I guess it is a matter of taste. If you want a small quiet beach for a romantic time Playa Chiquita is real nice. Not full of people and very quiet. I only see a few people there every time I go which is often. Water is rougher than the Main beach but this place is clean and quiet and maybe more suitable for romance.
Villa Chessa is quiet with NO motoconchos nor fruit vendors on loudspeakers with a lovely pool, a great breakfast and wonderful lanscaped property. It isn't close to anything but it is private and QUIET compared to downtown Sosua which I would give a plug nickle for as far as staying there. It is only a couple of minutes by either car, taxi or motorconcho to all the NOISE. All I hear is constant horns, motorcycles and loudspeakers on trucks selling stuff.
If you go to LaRocca try to get the LOCAL menu so you don't pay the higher price that they charge to tourists. I think that they call it the "CLUB" menu. Personally the food is just ok there and nothing special in my opinion. Actually the food isn't that great at all in Sosua so if you are looking for cullinary delight you are in the wrong place.
This Hotel is as close to the "happening" disco "High Carribean" as any other Hotel in Sosua. Just farther away from all the tourist traps, Hooker bars and Noise.
Or try Confressi or Costambar on the other side of Puerto Plata. Nice areas both.
