Take a look at Bolivian new carrier's website, they even "fly" to Africa and Pakistan It seems that they fly to SDQ and PUJ.

NEBA is "adopted" by TRISTAR . They show on their web flights Dom Rep - Spain, Venezuela and Cuba.

I don't know that much about NEBA but the fact that one of the directors was posting on message boards seems a little unprofessional..I would be careful dealing with them...
