I don't think so, AviaStar. I did read a brief article about them in Saab's "WingTips" magazine and it pretty much referenced the same thing as above. However they operate, it must be on a charter-only basis given that they do not have DOT authority for scheduled service.

I would provide a link to the Saab Market report, but it seems the one I received via the mail isn't yet available on-line.
