traveling to DR in June and need some help

We are traveling as a family from TX to the DR in June. My husband is Dominican and holds a Dom passport. The kids and I are US passport holders. My oldest daughter (7 yrs) is staying there all summer with abuela.

Does anyone know what type of paperwork she needs to fly back to the states by herself or with a friend of the family.

I have called 100 embassies today, and NO ONE answered the phone. Arrgh. LOL, so trying my luck here. Has anyone run into this situation before?
American Airlines said we need something called a consulate permit....where can I find one?
