The people in the NEWS are a bunch of Aholes, they want ratings, not the truth.

When I flew down (connecting in Miami) in May they did not charge. However if people are going to get their panties in a bunch over the rumors, just be prepared to pay and if they don't charge you, have a nice cold Presidente (light) upon arrival to the DR!

Consider this.... If you are CONNECTING in Puerto Rico or any other state in the US, you will be charged the Fee in the Dominican Airport your departing from.... Example --> SDQ-SJU-LAX, or STI-MIA-LGA since your second leg will include a domestic travel.
Fishguy is correct on his post, no charges (as of now) for travel to/from DR in AA without connections (not yet, I hope they keep it that way)

You shouldn't be charged if you are connecting in SJU, MIA, or JFK. Your travel will not be considered domestic, it will be considered international between the DR and your final destination. Same thing applies if you are coming from another state and connecting: if you check for LAX-MIA-SDQ, you won't be charged for the domestic segment LAX-MIA.
