sending packages in the mail?

im sending a birthday package to a friend at the end of the month? is it safe? it wont be worth much money, but will it be opened? also, if i were to send letters or packages quite frequently, will they be monitored? its all legit, just wanting to know if the airport customs can be trusted for not stealing?
