Needing to obtain info on the following:
a. Cost of DSL in us dollars
b. cost of wifi access
c. Netcafe's in area
d. Public Internet terminals - are these available at the airports?

Codetel just raised its prices. Cost of VIPLUS-Flash (DSL, 24 hour access at no additional charge) is now RD2,155 plus tax per month. At present rate of exchange, that is about US$48.
There are internet cafes in Santo Domingo and Santiago and all the tourist areas. Probably other larger cities as well.
Are WIFI hotspots available at the airports? Las Americas, Punta Cana y Puerto Plata.
Who is in charge of the airport contracts for vendors? Are these people AERODON? Where are they located and how can we contact them.
