DR-CAFTA: effect on autos imoported to the DR?

I have been informed by a usually reliable, American permanent resident that once DR-CAFTA is in effect, presumably on 1 Jan 2006, the DR Gov’t can not impose any import duties nor taxes on cars, SUVs, trucks, etc. imported from the USA. None! The present import duties & procedures will continue to be applicable to cars, etc. imported from all other countries [i.e. not the USA] into the DR. True? False? Half true? Knowledgeable [i.e. anyone who knows more than I do] responses invited. If this is true, does it make any sense to buy any car, etc., new or used, imported from the USA before 1feb06? Thank you.
