Here is an interesting fact, though most of us would have suspected this from the beginning. Dominicans are some of the world's most entrepreneurial people. I have been trying to find the full article that describes the DR, but this should suffice for now.
Yes many are probally foreigners. It is very easy to enter the country and start a business of your own. Other places you need to have a local partner.
I did not intend to belittle Dominicans. I am sure most of them are Dominicans. But there is probally are larger proportion of foreigners than elsewhere because there are so few restrictions on foreigners starting a business. It is difficult and costly to start a business but at least there is no discrimination against foreigners as there are most other places.
