I have just started to get involved in this process here (I do this in the States too) and from my conversation with a director of a local Medio Ambiente office, first one needs to go through them and then they can go through the Ayuntamiento. I have heard of this "tourism" permit too, but honestly there is a lot of people here that will mislead you so I'm not sure if it is valid. As an example, we had the sindico of an town give a letter for the taxes due, and he can't legally do this. If I found out before you I will post. If you find out anything please let us know.
