well if its any consolation the press will buy the story from the car owner which will pay the ticket.....who knows maybe the council will pay for the damage to the car.
From the pictures it looks like a restricted zone Bus Lane or red zone so the issue of them waiting for the time to run out on the ticket is maybe wrong......going by the pictures that is.
