No offense bud but you are grossly misinformed! While there may be some situations as you explained that are true this is not necessarily the norm. As a Civil Engineer working in the southeast US I can personally vouch that I've worked with a lot of private companies that own their water systems even though the lines may be in public lands. It would be interesting to find out who your source is. If it is legitimate, (anything from Chavez or Cuba isn't legit) I would recommend you "punt" them and look for a source of info that's not based in lies and conspiracy theories.

While it is certainly true that the IMF and the WB have their shortcomings, again nobody has to accept a loan if they don't agree to the terms. On a broader note, the DR will change only when the a majority of the people understand that it isn't always about "me". Only when the MAJORITY of the kids growing up in this country learn that their own country is important enough to care about, to be proud about, to love, that WHEN they get elected to office no amount of temptation, albeit legal, will cause them to think it's ok to take from the people because everybody has been doing it forever. Again, let me state MAJORITY, there will always be bad apples - but when the whole barrel reeks no one gets juice.

No amount of politiking will change this country - it has to come from within. Ignorance and the explotation of such is the MAIN enemy to this country's progress.

eg.: Ask a normal Dominican what they think of their country and they will tell you most of the time "aqui no si(r)ve, cono to son ladrone, me quiero ir pa nuevai yok". Ask most Americans and they will tell you that they like their country, if not love it, albeit with a few reservations but don't plan on moving anywhere else soon.

I believe that only apply if the resource is withing public land.

p.s. In DR EVEN the bodies of water etc. within or passing through private properties are property of the government.
