I'm an economist with an MBA. Here are a few thoughts

Protection has never served any country in the long run.

Although the profits of the resorts may go offshore these resorts create wealth simply by providing jobs direct and indirect and are a source off foreign currency that may not be neglected. the DR is effectifly exporting the luxurygood that is "sun, sea and s.. (euh a good time)" and recieves payement for this.

Europe has some of the the richest regions in the world and they all have one thing in common; A large percentage of the leading companies are in foreign hands an excemple Belgian energy suply is in the hands of the French. This hasn't limited the growth of the region

Effectifly the growth and wealth of a region depends on it's natural resources and above all its human capital and how the latter on an individual level strieve to better themselfs

I can't believe that this thread is still going on.
The whole premise of the OP was false, so why is it being discussed?
If the economics of the country are of interest, a new thread, that doesn't have "Raped" in the title, might be in order.
