Granted, the metro's diverting needed $$$ from many social programs at this time. No arguments there. But, how do you know it "it will not solve the traffic problems its purported to mitigate"?
Does the Caracas system help alleviate traffic at all? Or is it just the SD metro that won't fulfil its purpose because YOU say it won't. This must be the first metro ever, predestined for failure because it's being build with "tainted money"! Give me a break!
