Default Balaguer, peasants and rural policy

Can anyone recommend a good source of information on Balaguer and his attitudes and policies towards peasant agriculture and rural policy? I am reading Richard Lee Turits' book "Foundations of Despotism", which is all about Trujillo's relationship with peasants (which is truly excellent, and much better than the simple demonisation of Trujillo in most books), but I am looking for sources that will explain why Balaguer did what he did in rural areas.

Any ideas about what motivated Balaguer, his attitudes towards the environment, small scale agriculture, the peasants as a social group?

just a word to praise "El Doctor" when it came to halt deforestation. Thanks to him, our part of the island isn't a desert such as some places in Haiti...
