(It has been 14 years since I left so the reliability of my info is "at your own risk".
Result are tabulated on each electoral precinct, there the president of the table issues a certificate with the totals which is signed by each delegate from all the parties present, then the certificate or act and the ballots are sealed and sent to the regional JCE office which in turn will count, certify validity and combine totals from all other locations.
If things have changed dramatically, I would like someone to correct me and my opinion.
As you can see, there are some safeguards for the system, although dominicans are geniuses of finding loopholes and ways to break the law.
