I didn't realize Leonel had proposed increasing taxes on airline tickets - already among the highest on the planet. How does that old adage go about cooking the goose that lays the golden eggs?

Fernandez did not propose it, but it is part of the tax reform package the PLD submitted to Congress. The proposal was made by the team of economists and international consultants contracted by the PRD economic team, and which the new administration inherited in the rush to pass this tax reform to resume the IMF agreement.
