BioDiesel and Alternative Fuel

Could someone please give me information about the Biodiesel situation in the DR?

1) Is there an established effort and how large is it?

2) Is there a way to get involved, build a plant, etc?

3) Where can i find info on the regulations if there are any?

4) Does anybody think that building a plant or getting involved in Biodiesel here makes any sense or could be profitable in any way?
