Default A New Approach in Automobiles

While reading "Dominican Today", I came across this article, which, to me sounds like a very good idea.
I forwarded the article to CNN.com in hopes they will mention it in one of their broadcasts. Gave DT and the originators the proper credit. Now I'm including it in this post.
This sounds like it would make a good second "Mahattan Project" for the US to initiate and develop to help alleviate the "Oil Crunch". Also, the pentagon should investigate the application for use in the Armed Forces ASAP to alleviate their dependence on Oil for the machine used. Aviation excluded because of the weight factor.
