The only Chinese contribution is the use of Sichuan Machinery Import & Export Company, as a front company. Sichuan Machinery is a trading company, specialized in exporting garden tools, with absolutely no experience in the energy field, much less coal-fired power stations. The same goes with Emirates Power DR.

Which is the reason I said "watch the names" as and if this construction progresses.As Mirador stated it is a front and the true players should come out of the woodwork in the near future.

Rest assured that regardless as to who ever ends up controlling it the DR and its people will be the ones footing the bill and the final project will be a huge money maker for the owners.

Just as a side note; The company AES just passed by my house an hour ago and copied my electric billing invoice information down. My barrio has been on the "not able to pay much" program for the last 2 1/2 years in that everyones meters were taken out and everyone was put on a flat rate of anywhere from 100 to 500 pesos a month payment plan. Of which I've been paying 500 pesos a month.

We have just been informed that meters will be once again installed in our barrio. Guess I'll soon be once again paying what the rest of you pay. Darn, it was such a nice ride for as long as it lasted.

Like the energizer bunny it keeps going and going and going………….. Regardless of the ladrons that exist within the structure of those that produce and distribute electricity it shouldn’t be forgotten about those outside this system that help in making the electrical system what it is.

This article yesterday was an interesting announcement. Interesting is the fact that the CDEE failed to mention the fact that the state owned hydroelectric plants have the capability to generate 300 megawatts of power and the announcement that the end user will see a savings from the lowering of the price of production. Wait, I stand corrected in that they stated “expected to benefit” rather than “will benefit”. My bad

I came across this concerning electricity here but am having a hard time understanding how it plays in with the present situation. Anybody wish to try to instruct me?

Basically, it is my understanding that the Acuerdo de Madrid is a financial arrangement between the State (CDEEE) and private generators where the State renegotiated excessively onerous contracts with private generators, which involved high rates and payment based on generating capacity and not actual electricity supplied. The article mentions that one of the contracts in question, which was to expire within two years, was actually renegotiated with terms that made it even more onorous for the State, by extending the same contract for 12 more years. Most of the details of these contracts have been kept hidden from the public.

Thank you Mirador. I knew about the Madrid accord but couldn't ascertain if this contract was in fact a part of that accord or a found contract that enlarges that which has been explained in the present Madrid accord.

Default CF campaign as short term relief?

From what I've seen a large fraction of residential use, especially illegal use in barrios, is for lighting using incandescent bulbs. One possible way to get quick relief from the demand peaks in the evening would be a campaign to offer free exchanges of compact fluoresents (CF's) for incandescent bulbs. Current costs in bulk are below $1 each, so a few million $$ in aid could replace a lot of bulbs quickly. CF's consume only about 20-25% of comparable output incandescents leading to a major reduction in peak demand if there's a lot of bulb replacement.
