Default Balcones del Atlantico and Migratory Birds

I've made public a complaint against actions by Constructora Bisono, owners of Balcones del Atlantico in Las Terrenas, due to damages caused to a wetland area allegedly used by migratory birds. It is my understanding that SEMARENA, the country's office of the environment, has undertaken the complaint and proceded to investigate. I have no further news, but it is a personal concern about Las Terrenas and Samana in general that instead of incorporating the environment into their design, most projects have done what's usual: destroy. The complain against Balcones appears on http://terraccion.blogspot.com/2009/...atlantico.html. Though Balcones has taken steps in some areas to preserve and remedy some conditions and has made these public through aggressive PR campaigns using hired PR managers, it is also true that, unfortunately, their original design did not incorporate basic common sense values about preservation and conservation. It is also true that they appear to be doing better than many or most development projects in the area and/or province, yet permanent damages are too costly to all. Development is good and needed, but there must be a balance with environmental concerns, as part of an overall social justice outlook. Development without environmental protection and conservation is simply exploitation of land and people.

This is a complex topic and a lot will depend on the laws and interpretation of them and the classification of the quality of the wetlands. I have no idea how this works here in the DR but have experience with this in the US and would be interested to know more of the specifics. I am here in Santiago and if you would like me to review the plans and any environmental reports I would be willing.

The situation was addressed by specialists in SEMARENA (the Secretariat of the Environment), or so they said. It's complex also because of other factors. Once it falls under their jurisdiction that's all there is, I have no recourses to proceed further and/or no organizational backing of any sort. Most individual complaints of this sort go on the same way and there are strong pressures from many sources, as you might imagine. I have no reports for you to inspect or plans beyond making the authorities and relevant audiences know about what has occurred (and continues to occur).

Default The sewer issue?

Can you post also about the concerns with the new sewer system that is being installed in LT, mentioned on your blog?
