Stupid DR Government
The Manhole covers are being stolen and
sold as scrapmetal because of the high
price for metal these days.
The government in order to stop this will
replace them with a heavy concrete-like plastic
covers bought from Mexico at $115.00 USD each.
How dumb is that? Why not impose a hefty fine with the
possiblity of jail time and business shut down to buyers
caught accepting any city's belonging items, and give them
unannounced inspections?
All they have to do is make the buyers pay dearly
for buying anything that makes up or is part of the
city or country's infrastructure.

Mr_DR, it ain't strictly a dominican plague, happens in my country as well, one dude even stole and sold an iron bridge - which is DR would have never happened as all the iron for the bridge was stolen "off plan" and government settled for cement bridge instead.

Because they can steal more money from the budget of a concrete-like plastic cover that cost USD115.00 each unit than from imposing fines.
Our Government is many things, sadly stupid is not one of them. They're corrupt, amoral, arrogant delinquents, but stupid? no sir, the only stupid people here are the pueblo.

My friends and I stole 2 manhole covers here in NYC when we were teenagers-but we needed them because the vinyl weights we were pumping weren't heavy enough.
I have no idea how much they weighed, but they were heavy enough to bend the bar we were using and I was only able to put them up once in the bench press.

It makes perfect sense. I'm sure it's cheaper to replace the old ones than chase people around the city, prosecute, fine people etc etc.
Plus somebody's cousin earns some graft by bringing them into the DR, installing them etc etc.
Or...
Maybe you can stand guard when your next in the DR?
