Is every orphanage in the Dominican Republic registered with the government?
and if not, why not?

What do you mean by "registered"?
Licensed?
Recognized?
Government subsidized?

Yes pardon me, I suppose all three would apply to that question, are they all recognized, licensed and government subsidized?

The organization that is charged with looking after orphanages, is CONANI (“Consejo Nacional para la Niñez y la Adolescencia” - National Council for Children and Adolescents)

To my knowledge an orphanage has to be registered with CONANI and they do oversee the conditions, but funding is another story.
