Default Referendum in DR?????

Does anybody think the Dominican Republic would ever hold a referendum on its constitution like the one Chavez held in Venezuela? Opinions please.

I don't think the Legislators will have the Ba### to authorize such a move, or vote, by the public. Such a move would smak too much of relenquishing their own authority and "God Given Right(????)"

Besides, how many Dominicans would be able to read and understand the true meaning of the ammendments to the Constitution, much less the Constitution itself???

What EXACTLY is the literacy rate in the DR? 20%, 30%,40%, or some other claim by the Government?
