The crisis began March 1st. Just about a week later on March 7th the crisis was resolved with hugs and handshakes at the Rio Group Conference in the DR. A short time later in a few days Venezuela opened its borders with Colombia and full diplomatic relations established. Ecuador was basically waiting for the OAS report to see what it would do next about restoring relations again with Colombia.
Now that the OAS report was release yesterday and by and large Ecuador is satisfied with its resolution, it will be a matter of a few days or perhaps a week or two to restore those relations.

Pese a que espera que "muy pronto" se restablezcan las relaciones, la canciller prefirió no precisar una fecha y se limitó a anotar que evalúan la situación, para lo cual se reunirá con el jefe del Estado, Rafael Correa.

(trans: even though the minister expects "very shortly" to reestablish relations, she preferred not to give a precise date and will be evaluating the situation, and will be reuniting with President Rafael Correa.)
After the whirlwind of events in the last three weeks, the answer to the OP's question is pretty obvious.....
