No. That's not Gen. Imbert Barrera. I believe that's Constantino Matos Villanueva. The only one I can recognize.

On the picture you posted I noticed on the lower right its says "La Marina de Guerra".....maybe the following link might help. It is the link for the Marina de Guerra de la Republica Dominicana and it has photos of former marine officers.

My uncle Julio Rodriguez Molina was the photograther to the Presidency, You might find help from his sons, Julio(Julito Rodriguez ) He is a Resident of the capital.
