I was thinking the same thing. I was pleasantly surprised at how jargon free and easy to read the report is. A blueprint in the making if I may so bold to say.

There is a subtle irony of how the Altagracians complain about how tax revenues come FROM the province, yet are not redistributed back to them. That is, they don't want to support other provinces the gubmint thinks (perhaps in their un-wisdom) is more "in need" of those reveunes than they are. After all, to the Altagracians, they "earned" it. They want to keep more of what they "earned".

I agree, Ginnie, Hope Springs Eternal, but we may not agree on what flavor the "hope" is.

BTW-I fully support those people. They SHOULD be able to keep and direct much more revenue.
