Looks like it's being blocked locally as it's on AT&T, black list or that appears to be the IP blocking it from the DR.

Under what circumstances would a site be blocked? Who requests that it be blocked? Or what possible causes could AT&T have to block it?

I'm scratching my head on this one. If he was caught bringing in cocaine to the US he would have to serve a minimum of 8 years, but for 20 kilos or about 44 pounds I would assume it would have been at least 20 years. The above question is very important.

Anyone can request a site to be blocked. Just like some ISP's block porn or gambling sites. Of course, I'm sure if your a Government requesting the block, it carry's a little more weight.

Can I ask a technical question please Robert? Would the cached version & the web archives version remain accessible to those of us in the DR even if the main website url was blocked? Or not? Thank you.

Use a proxy and it won't be blocked.

I've got some legal question(s):

Since when does somebody who files a civil lawsuit get to request at the same time the amount of penal penalty (in this case one year in prison). Is that not the Fiscal's discretion to file and to request or recommend?
How comes that a person can file for penal accusation at all? Defamation is a civil mater, is it not? Unless a fiscal sees a criminal behavior underlining.
How comes something get handled at the supreme court to start with, does it not have to work it's way up thru the instances?

Excellent questions, but this is the bizarro world Dominican style we are dealing with. Patronage is so rampant that what we call the law is not worth the paper it is written on. For example General Gonzales Gonzales has already put his connections in motion to wiggle himself out of any prosecution. The hope here is that because he has been extensively exposed by the media, thanks to the heroic work of the good senator, things just might be out of his control.
