Unlike the Armed Forces in some other countries, the DR doesn't hav a Table of Organization and Equipment to deal with, or to limit the number and distribution of Rank and File of personnel occupying authorized positions.
If you're a "friend of a friend", or have something against a high ranking official, then you get to be a high ranking officer in the NP or the Fuerza Arma if you want.
Very simple equation.

Instead of the waste of public funds that goes to these "retired" generals, those funds should be directed to the lower echelons of the pecking order. The street cop should be given a descent salary to improve morale and serve the country properly.

With all due respect, and unfortunately, all the good ideas of A.hidalgo, Hillbilly, Texas Bill and many others will not amount to much, except as food for thought for some of us.
Since there is no strong united voice of ex-pats and concerned Dominicans, things will remain pretty much as they are. The political parties will divide the spoils after each election, and promise all kinds of reform. But nothing of consequence will change, just a general or two retired here and there.
The shadow of the goat spreads long and wide, and it casts a pall on the whole country, and on it's future.
If someone has a less ominous perspective on how things are going in the DR please let me know about it. I could use some refreshing insights right about now.

No one will ever know the answer to these questions. Certainly the people have a right to know but, honestly, I'm not sure even this information would be shared in the US system of government. Of course this is political, but then what isn't?
I think I heard somewhere that there is 1 general in the US military for every 5000 troops whereas in the DR the ratio is something like 1:50. Apparently they are stocking up on the Chiefs in anticipation of a glut of Indians arriving ;-)
