What is the voto preferencial?

There are ongoing discussions to eliminate the voto preferencial. The following was copied from the newspaper El Caribe:

El voto preferencial se ha usado en los últimos dos comicios congresuales y consiste en que los electores votan por el diputado de su preferencia.

My translation is: The preferential vote has been used in the last two congressional elections and consists of electors voting for the deputy of their choice.

If the electors are the voting public why is the voto preferencial any different than any other election? If the electors are a different group of people who are they?

Yo creo que ese reportero del " El caribe " no supo escoger el titular para ese escrito ya no tiene nada en comun con desgloce de la noticia.

Voto preferencial significa que una persona puede votar por el candidato de su preferencia, anteriormente en la RD los cargos legislativos y congrecionales eran arrastrados por el voto presidencial. Esto significa que no habian elecciones congrecionales, los cenadores, diputados,regidores y demas cargos se escogian automaticamente junto al voto precidencial.
