Fingerprints of all persons entering or leaving the country.

such simple system will sole immigrations problems a lot and btw keep the 'retiring' criminals off the Isle.
but it first has to work.
the DR is using the computerized fingerprints since a while, dor cedulas, for residencies, for dominican drivers licenses, the gubmin get's since a while experienced on that techniques and will better it's functionality with the time.
