As jazzcom indicate, it is an identification card. Each card is numbered and has a photo on it. You are called on to present this card wherever you need to prove your identity. When Dominicans vote, for example, as jazzcom indicated, the must present their card.

But it isn't just for government-related matters that you use this card. For example, there are times at the bank when I am asked to show my passport or cedula. When I have to all the phone company about a problem with my service or my bill, I give them my cedula number and they quickly bring up my record on their computer. etc.

In the US people have a Social Security number, and that same number used by many States on the driver's license and for other things. Here people have a cedula of identification.

Or you can go out to the San Pedro dump ( I think it was san Pedro) where they chucked out about 20,000 of them uncancelled, find one that resembles you and there you go, instant residency.

You'll have to get used to the new name.

The cedula isn't residency. Foreigners with residency are given a different card given for that. The cedula is only an ID card.

We are talking about two different groups, ricktoronto. It is true that the cedula is the only card that Dominicans have, but they have citizenship, not residency. Non-Dominican citizens get residency, which carries with it a residency card. I have both a residency card and a cedula.

I'm not trying to make a mountain out of a molehill, however, since there are a lot of questions asked this board about getting residency, some from people looking for a very quick solution, I thought it was worth making the distinction.

For a foreigner to legally get a cedula, he must first have a current residency card.

Red face Cedulas found in Santo Domingo

Just about two weeks ago hundreds of cedulas were found in the biggest junkyard in Santo Domingo called Duquesa. Just to correct the above statement.

I will bet in the States you needed your "Governent Issued" drivers license other to drive Ken. Like a bank Ken for identification?

So you use your Government issues Cedula like you would have occassion to use your Government issued drivers license for identification in many matters.

One other thought, you cant get a residency card without having first been issued a cedula.

Is that how it is now, jazzcom? I was thinking it was the other way around based on my own experience. At the time I got residency, I didn't need a cedula. Got one five years ago when the government was pushing everyone, including foreign residents to have a cedula. At that time I needed to show my residency card to get the cedula. When I renewed my residency, I had to show a current cedula, and now that I must renew my cedula, one of the requirements is that I show a current residency card.

Do you know how it works now for foreign residents that have neither residency or a cedula as yet, jazzcom? At what stage must they be in the process of applying for residency when they get the cedula? Thinking about it, I can see why you may need the cedula first, since that number becomes "your" number, but am not clear as to when you apply for the first cedula.
