Default Beach business permits

I have searched the archives and can not seem to find any information on what is needed in the way of permits/licenses to operate a business on the beach. I thought I read somewhere that beach vendors have a license and must wear the number on themselves when doing business there. Just curious. If anyone knows what would be required to operate a portable beach business, please post what you know.

He has had years of experience at running a
large bar on the beach in Boca Chica.

He is one of the few fully legal (permits) bars on Boca Chica beach.

This is a another one of those gray areas in the law.

Law #305 of 1968 requires a Presidential decree to build or set up any structure within the 60-meter maritime zone along the Dominican coastline. The 60-meter zone belongs to the public domain.

The central government, however, has allowed the different municipalities along the coast to "regulate" businesses on the beach. In Sosúa, for example, the Ayuntamiento issues beach licenses valued at thousands of dollars which from a strictly legal point of view are not worth much. The Tourism Department has also issued permits without the required Presidential authorization.

Hmmm, sounds like it varies from town to town. Do the coastal hotels enter into who is allowed a permit or not? If a permit is allowed, how often is pulled on a whim?
