Default Ultralight aircraft?

I have a two seat ultraligth that can land on water or land and would like to give rides to people on different beaches.

What are the licensing requirements in the DR ?

I have an acquaintance who operated a similar business for a couple of years out of Bavaro. He took himself out of the endeavor because there were various government bureaus conflicting as to the rule of authority and oversite of that type of business along with inevitable shakedowns for commission. Is it a plane or is it a recreational vehicle? He was caught in the middle of the squeeze. Who was to issue permits, who did you pay taxes to? He got fed-up having to put-up with the B.S. The Civil Aviation Board (Junta de Aeronáutica Civil) and the Ministry of Tourism are the two government departments you should be talking to. The first because "ultralights" are aircrafts; the second because you intend to do business in a tourist area.

We had the same problems in Samana in '96 and after 4 month of triing, bitching, (paying..uups) with no straight results we just forgot about it. More so because things got more complicated with the "new Airpost" they have been building in Samana that time... Nobody gave a sh.. about Parasailing at 150ft, though...
