It is my understanding based on something written by Fabio Guzman, the lawyer who answers questions in this section of the board, that you don't need to live here but that you will need to come to the DR to file your petition. See his post in this thread Citizenship
Yes, you can obtaing citizenship without having to live in the DR .
Being a Dominican citizen does not reduce your inheritance taxes. As a matter of fact, a Dominican living abroad will pay 50% more inheritance taxes than a foreigner residing in the DR.
Dominican citizens can vote and be voted for in Dominican elections.
