land, titles, changes and processing time.

I have a problem that I need resolved reguarding land in the dr, the issue involves some land nearby that is two titled lots and a nearby road. Above the land I have purchaced is a planned urbanization zone, the owner/manager of the urbanization zone has the legal power and is more than happy to change the direction of a road if it suits the members of the urbanization zone. The lots/solares above me are all owned by the same company, and also has no problem with making a change as long as the number of lots titled to the company remains the same with the same basic area. What I basically want to do is move the proposed road up from between my lot and the first set of project solares to between the first set of project solares and the second set. This basically involves moving the proposed road up, and disolving to land titles and re-issuing two new land titles to the company. The Agrumensor(Surveyor) I talked too said that such a process of eliminating two titled lots and issuing two new titles would take 5 - 6 months. This would be a deal killer, the company would never agree to wait that long, not knowing who to pay for what service, is there any Agrumensor/Serveyor company that could speed this title swap through, I don't care what it takes, I need to come to the company with a proposal that might take at the outer-most 2 - 3 months, if I could get it down to 1-2 monts then I clinched the deal. I suspect processing the titles is a legal and not a serveyor process, that's why I posted this in legal. Any help is greatly appreciated, I am in desperate need, nad thanks in advance for any help you may provided. Below are example maps of the proposed change, due to the route of the road, no other parties are concerned with the "Calle in Projecto" road changes, And the project owner is more than willing to sell me the land the move of the road will free up to the left and the right of lots 1 & 2.
