How difficult is it for a dominican to come visit the US?

I have a friend who would like to come visit Miami. He's also invited to a wedding in May here. How difficult and expensive would it be for him to actually get here. If he applies now, would he be able to make the May wedding? Does anyone have an idea?

Very difficult if the person doesn't already have a visa. The reason is that so many Dominicans failed to return when their visa expired that it is now almost impossible to get a visa unless there is something in the DR that is so important to the individual that there is absolutely no doubt he/she will return.

Reading between the lines of your post, I would say there is about 0 chance that your friend will be at the wedding.
