Default Residency Visa....Current situation?

Hi,

Does anyone know the current situation with the residency visa?

I have read all of the following in the last two weeks???

1. Residency visa no longer required

2. Required but is obtainable at your local DR consulate...eg Here in Spain.

3. Still has to be applied for in the DR, before applying for Permenant residency.

The Immigration Department is presently issuing provisional residency permits without the applicant having to obtain previously a residency visa.
