Post Impediment

What is the legal (quick?) procedure to apply an impediment against someone to prevent them from leaving the country? A example of this would be a person who has not paid and will not pay a bill for services performed or goods received, i.e. the tourist skipping town and the country that day without paying his bills. What immediate recourse does the vendor of the services or goods have?

Locals have said you can just go to immigration at the local airport and they will do it for you. One would think the procedure is a little bit more involved to prevent a fraudulent restriction of one's exit from the country. Regards, PJT

If the person is a foreigner, call immigration and ask them: 508-2555. It requires a lawyer, and some stuff to be lodged with that department.

For a dominican I am not sure.

Legally, exit restrictions ("impedimentos de salida") can only be applied to persons accused of having committed a crime. The preventive measure must be requested by the District Attorney in charge of the case. (Law #200 of 1964).

There have been occasions, however, when through influence in high circles, “impedimentos” have been put in place illegally for non-criminal behavior, such as debts, etc.
