Default Investment for residency

I have read in many places that it's necessary to have RD$500,000 in 'investments' to get residency. Is this true and, if so, is it strictly enforced?
As with most other things in the DR, I'm sure there are 'ways around it', right?

Default Nowadays a residence visa is not longer required

During the current administration period things have changed as far as the application for residency permits are concerned.
A foreign applicant may file his/her application directly with the Dirección General de Migración. A residency visa is not required.
