Default Best marriage procedures

I have been doing some research, but havent found a clear answer. Hope you guys can help me out here.

I live in San Diego and im an US Citizen. My girlfriends enters the country with a non-immigrant visa, however she still works in Mexico.

We are planning to get married, but seems like if we apply for her to become perm resident, she wont be able to leave the U.S. problem is, she needs to back to Mexico and work in the meantime.

Is there any way around this, or any other procedures that i'm not aware of?

thanks in advance.

She'll have to file a I-131 Application for Travel Document with the INS. You can do more research on this document at the INS website.
