If there was an existing Certificate of Title for the condo at the time of closing, then 9 months to have it transferred it to you is too long.
If, on the other hand, you purchased the unit before the condominium was registered, I would need to know what was the status of the property at the time, whether it was already "deslinded", which Land Court (Santo Domingo or Santiago) was in charge of the condo approval, etc. It could be that 9 months is not enough time to go through all the required steps.
