How can i register a Foundation in USA?

Hello, this is my first post in this forum.

How can we register our non-profit organization in th United States i.e.
New York, Washington D.C, Mayland State and Florida. The reason being
expand our financial resources in order to make our Philharmonic Foundation
stronger. So far we have a group of talented musicians in the cibao region.

From what little I know, and talking with my Accountant, its called 501c3?? A Federal government process. Its takes about 6 months, and there is no guarantee that you will be approved. He wanted to charge $600 just for the application (I checked with other Accountants and got the same rate) so I believe it pretty much "paper intensive."
